Income and insurance for an EU resident card: which documents are accepted

Income documents for a resident card

Five years in Poland, a B1 certificate in your pocket — the EU resident card seems almost yours. Then the office sends a wezwanie: "uzupełnić dokumenty potwierdzające stabilne i regularne źródło dochodu". And you discover that "income", as the office understands it, isn't last month's bank statement.

The most common mistake is thinking it's enough to show your current contract and salary. The office looks at the last three years, and the income must be not just sufficient but stable and regular throughout. Here's how to prove it with documents.

How much is required

Your income must be above the income criterion that qualifies for social assistance (kryterium dochodowe w pomocy społecznej) — for you and for each dependent family member. The criterion is set by the government and changes periodically: one amount for a person living alone and another per person in a family. Check the current figures before applying — on the voivodeship office's website or gov.pl.

In practice the office assesses not just the amount but where it comes from. A regular salary over three years is the easiest case. Gaps in work, frequent changes of employer or cash-in-hand income complicate things.

Documents for employees

  • PIT-37 or PIT-11 for 3 years. The main proof of annual income. You can print them from e-Urząd Skarbowy.
  • Zaświadczenie o dochodach from the tax office. An official certificate of declared income — often required in addition.
  • Zaświadczenie o zatrudnieniu i wynagrodzeniu. From your current employer: position, contract type, salary, duration.
  • Current contract. An employment contract or zlecenie showing the income continues.

If you're self-employed

  • PIT-36, PIT-36L or PIT-28 for 3 years — depending on your tax form.
  • Tax office certificate on income and on having no tax arrears.
  • ZUS certificate that you have no contribution arrears.
  • CEIDG extract — showing the business is active.

On ryczałt you show przychód (revenue), not income after costs, so be ready to explain how much you really have left to live on.

Health insurance

You must prove you're insured to cover medical treatment costs in Poland. Options:

  • ZUS/NFZ insurance as an employee or business owner — confirmed by a ZUS certificate or a printout from PUE/eZUS.
  • Family members — if you're insured through your spouse, you need confirmation that you're registered as a family member.
  • Private policy — accepted if it covers treatment costs in Poland; check the coverage requirements.

Family and dependants

If you support a spouse without income or children, the threshold is counted per person. Income that would be enough for one person may then be too low for a family of three. Add marriage and children's birth certificates to the file, and if your partner works too — their income documents: the office may take the family's combined income into account.

Think about housing separately: for the resident card it's usually not checked as thoroughly as for citizenship, but a lease at your address helps explain where the money goes and where you live.

The most common problems

  • A gap in income. A few months without work in the last 3 years should be explained: study, parental leave, illness — attach documents.
  • Income below the threshold in one year. For example, the first year after arriving. Savings sometimes help, but it's assessed case by case.
  • Documents from abroad. A sworn Polish translation is required.
  • Mismatched data. A name on your PIT transliterated differently from your passport — prepare an explanation.

How to put the file together to avoid a wezwanie

Sort the documents by year: for each of the three — PIT, insurance confirmation, contracts. Add a short table: year, employer, annual income. An orderly file is easier for the office to check, and easier for you to spot gaps before applying rather than after a request letter.

Checklist of income and insurance documents

  • PIT. Annual returns for the last 3 years.
  • Tax office. Zaświadczenie o dochodach from e-Urząd Skarbowy.
  • Employer. A recent certificate of employment and salary.
  • ZUS. Confirmation of insurance and no arrears.
  • Threshold. Check the current kryterium dochodowe for yourself and your family.
  • Order. Sort everything by year and explain any gaps.
