What to do if PESEL UKR is cancelled

Since the beginning of the war in Ukraine, Poland has opened special opportunities for refugees. One of the key documents became PESEL UKR, which granted the right to legal stay, work, social support, and medical care.
However, since mid-2024, cases of cancellation or suspension of PESEL UKR have increased for various reasons. This has become a stressful situation for many Ukrainians, especially those who planned a long-term stay in Poland.
In this blog, I will explain:
✔ Why PESEL UKR can be canceled;
✔ What to do in such a situation;
✔ What alternative legal pathways exist.
Reasons for PESEL UKR cancellation
Lack of confirmation of stay in Poland
Since 2024, PESEL UKR is canceled if the person leaves Poland for more than 30 consecutive days (or 90 days in total during the year).
Expiration of status
From 2025, PESEL UKR requires annual renewal and confirmation of residence in Poland.
Initiative of authorities (correction of errors)
Sometimes PESEL is canceled due to technical errors or data discrepancies.
At the request of the holder
For example, when obtaining a residence card (Karta pobytu) or other status.
What to do if your PESEL UKR was canceled
1️⃣ Check your PESEL status officially
Use the mObywatel app or visit your local Urząd Miasta or Gminy to clarify the reason for cancellation.
2️⃣ Submit an explanation and request restoration (if possible)
In certain cases, you can submit an application for PESEL UKR restoration, especially if your departure was due to force majeure.
3️⃣ Consider obtaining another legal status
-
Residence card for humanitarian reasons;
-
Residence card for work, study, or business;
-
International protection (if eligible).
4️⃣ Seek legal consultation
If you suspect the cancellation was a mistake — consult a migration lawyer in Poland. Free consultations are available for Ukrainians.
5️⃣ Monitor your rights and benefits
Upon cancellation of PESEL UKR, all social benefits, health services, and access to free education also cease. It's crucial to quickly apply for a new legal status.
