Changes for foreigners in Poland from June 1, 2025

Changes in Employment Regulations for Foreigners in Poland from June 1, 2025

  1. Mandatory employment contracts
    Foreigners will be allowed to work in Poland only under an employment contract. The use of civil law contracts (e.g., contract of mandate) will be prohibited.
  2. Full digitalization of procedures
    All processes related to obtaining a work permit, including application submission and decision issuance, will be conducted exclusively in electronic form via the MOS platform.
  3. Abolition of the labor market test
    Instead of conducting a labor market test, the starosta will be able to define a list of professions and types of work for which work permits for foreigners will not be issued in a specific region.
  4. Increased employer liability
    Employers who illegally employ foreigners will face fines ranging from PLN 3,000 to PLN 50,000 for each violation.
  5. Employer reporting obligations
    Employers are required to notify via the praca.gov.pl system about the start of a foreigner's work (within 7 days), failure to appear at work (within 14 days), or early termination of employment.

Changes for Foreign Students

  • Confirmation of studies
    Educational institutions must confirm that the student is actually enrolled and attending classes, and must notify the authorities in case of termination of studies or prolonged absence.
  • Financial guarantees
    Foreign students must provide proof of sufficient funds for living, studying, and health insurance. Submitting false documents may result in visa refusal or cancellation.
  • Combating fake universities
    The visa system will be linked to an official register of recognized educational institutions. Companies involved in fraudulent student enrollment will face administrative or criminal liability.

Changes in the EU Blue Card System

  • Simplification of the application process
    The procedure for obtaining the EU Blue Card will be simplified for specialists with appropriate education and work experience.
  • Recognition of foreign qualifications
    Official recognition of foreign diplomas and professional qualifications will be introduced to facilitate the employment of highly qualified professionals.
